The June 2026 roadmap promised a voluntary list of sales pack information during 2026\. As of 12 October 2026 no list had appeared on GOV.UK, but the market has not waited. Landmark launched Sales Pack Ready on 27 July and a condition survey in September. Eden launched a free pre-listing service, Sale Ready, on 16 September. Home Owner's Passport sells agent-sponsored packs and logbooks on credits. MatterSphere connected to the RLBA's National Logbook Register in July, an RLBA kitemark is promised, and on 7 October the Law Society opened a consultation on a rewritten Conveyancing Protocol.

## What is on the market

Coverage does not say how Eden is paid |

Landmark's launch material gives the context: its data puts average instruction-to-completion time at 123 days, up 18% since 2019 and 64% since 2007, and its chief executive, Simon Brown, called Sales Pack Ready "the first in a series of solutions". Eden claims early legal work could save up to five weeks once a buyer is found. Neither claim has been independently tested.

Three different things are being sold under one banner: Landmark sells data, Eden sells conveyancing started early, and HOP sells a platform plus a logbook that outlives the sale.

## Who pays, and when

The roadmap says the seller will carry overall responsibility for the pack once legislation arrives. Today's models mostly route the cost elsewhere at the outset.

- **At instruction of a professional.** Landmark's survey happens when the professional is instructed and its searches are ordered by the professional. Whether the cost is recharged to the seller depends on the engagement letter.
- **At listing, free.** Eden's Sale Ready costs the seller nothing and the agent gets a free report. Coverage does not say whether that depends on instructing Eden for the sale itself. Ask before signing.
- **Agent pays, or homeowner pays.** HOP's agent page says the agent can sponsor a logbook with a credit or let the homeowner pay and earn a share. Registration and the basic snapshot are free; the full pack and sponsored logbook are not.

Our [who pays for a sales pack](https://www.logbook.co.uk/who-pays-for-a-property-sales-pack-uk/) guide sets out the cost layers. "Free" at listing means someone expects to be paid later; that is not improper, but it should be written down.

## The Register, MatterSphere and the RLBA kitemark

The Residential Logbook Association runs the National Logbook Register: records of verified logbooks conforming to the RLBA national standard, with property details and ownership confirmed before listing. A lookup returns either nothing or the provider's name plus any add-ons. On 8 July 2026 the RLBA announced MatterSphere as the first legal case management system connected to it: firms can check the Register when onboarding a client, pull a digital sales pack from an existing logbook or create one,, and register the logbook with the National Deeds Depository at completion. Sally Holdway, the RLBA's buying and selling lead, said the lookup "needs to become a hygiene-factor step".

In May 2026 the RLBA launched an Upfront Information Group, convened by Holdway (also founder of HOP), for the 12 or more companies selling upfront information. The plan: codify a marketing pack and a digital sales pack to the RLBA specification, validate providers with an "RLBA Regulated" kitemark, run rolling trials in the third quarter of 2026, and list upfront information products on the Register. As of 12 October 2026 the RLBA's news page carries nothing later than June, so no trial outcome and no live kitemark has been published.

The RLBA is a trade body whose home page links to nine member logbook companies. Membership is not a government licence; see [the RLBA provider landscape](https://www.logbook.co.uk/uk-property-logbook-providers-rlba-landscape/).

## How the packs map to the roadmap's Annex B

Annex B lists what government anticipates a sales pack will contain, subject to change before legislation. "Not stated" means the coverage and product pages we read do not mention it, not that the provider cannot supply it. None of the three mentions seller ID verification, building safety information, accessibility, chain status or a floor plan.

| Annex B item | Landmark | Eden | HOP |
| -------------------------------------------- | --------------------------------------------------------- | ------------------------------ | --------------------------------- |
| Tenure, Council Tax band, EPC, property type | Not stated | Not stated | Material Information Parts A to C |
| Title information and documents | Not stated | Legal preparation, unspecified | HM Land Registry title and plan |
| Leasehold and freehold estate terms | Not stated | Not stated | TA7 leasehold form |
| Standard search results | Personal local, drainage and water, Homecheck Residential | Not stated | Not stated |
| General property information (questionnaire) | Not stated | Not stated | TA6, TA10, property questionnaire |
| Property condition assessment report | Sales Pack Ready Survey | Not stated | Not stated |

No single product covers the list, and the items that most often sink leasehold sales, building safety status and estate charges, are least visible. Our [sales pack guide](https://www.logbook.co.uk/property-sales-pack-uk/) explains each item.

## How far a conveyancer can rely on a pack

None of the launch material addresses reliance, the question that matters to the buyer's lawyer. A seller-commissioned search is only useful if the buyer's conveyancer and lender will accept it: Landmark's bundle uses a personal local search compiled by a search company rather than an official one from the council, and whether that is acceptable, and still in date at exchange, is for the buyer's side. A condition report prepared for the seller is not the buyer's survey; the roadmap has not said who the surveyor of its planned [property condition report](https://www.logbook.co.uk/property-condition-report-sales-pack-uk/) owes a duty to. Platform-populated forms are only as good as the seller's answers, which is why a field-level audit trail matters.

The Law Society's draft Conveyancing Protocol, open for consultation from 7 October 2026 to 14 January 2027, is where the profession's position will be set. Its published summary says the draft encourages earlier information sharing and better visibility of chains and reflects digital identity verification and document exchange; it does not mention sales packs or logbooks by name. Firms accredited under the Conveyancing Quality Scheme must follow the Protocol, so its final text will matter more than any provider's marketing.

## The gap until MHCLG publishes its voluntary list

The roadmap's 2026 commitments include identifying the sales pack information that can be provided voluntarily now. We searched GOV.UK on 12 October 2026 and found no such list. Until it exists, "sales pack ready" is a provider's description, not a compliance status.

Meanwhile, according to the Open Property Data Association, the Digital Property Market Steering Group has been restructured under MHCLG leadership into a steering group with delivery groups, one of them Digital Upfront Information, and OPDA is building its own data-standards accreditation. With the roadmap's voluntary accreditation scheme pencilled in for 2027 to 2028, there may eventually be three badges. None is live.

## Information that only looks complete

Rightmove's agent webinar on 23 September 2026 included a session on avoiding information that appears complete but is not. The presenter was Sally Holdway, founder of HOP, so the advice came from a provider; it was sound nonetheless. A pack can be full of PDFs and still fail a conveyancer if the title is a scan rather than an official copy, the search is stale or from an unacceptable source, or the lease information is the seller's recollection rather than the managing agent's pack. The [material information rules](https://www.logbook.co.uk/material-information-property-listings-parts-abc-uk/) already make the agent responsible for the listing; stale or unsourced data moves the problem rather than solving it.

## Choosing a provider: a neutral checklist

Logbook.co.uk does not recommend providers. These questions separate the products.

1. **Source data.** Is the title from HM Land Registry directly, are searches official or personal, and is every item dated and attributed?
2. **Coverage against Annex B.** Which of the 14 items does the pack contain, and which are left for the conveyancer?
3. **RLBA membership and specification.** Is the provider a member, and will the pack appear on the Register? A quality signal, not a legal requirement.
4. **Register integration.** Can the buyer's conveyancer find and import the pack through their case management system, or does it arrive as attachments?
5. **Who pays, and what triggers payment.** Instruction, listing, offer, exchange or completion? Is a free service conditional on using the provider's conveyancing?
6. **Reliance.** Will the provider say in writing who may rely on each document, and whether the condition report can be assigned to the buyer?
7. **What happens to the data after the sale.** Does the homeowner own it, can they export it, does it transfer to the buyer, and who else can see it? A logbook co-branded to the agent for life is also a marketing asset for the agent.
8. **Exit.** If you change agent or conveyancer, does the pack go with you?

Our [guide to choosing a logbook provider](https://www.logbook.co.uk/property-logbook-providers-uk/) covers data ownership in more depth, and the [reform timeline](https://www.logbook.co.uk/uk-property-logbook-reform-timeline/) will record when the official list lands.

### Records you must keep

## Frequently asked questions

### Is any of these products the government's sales pack?

No. As of 12 October 2026 there is no statutory sales pack and no published voluntary information list. Each product is a commercial reading of the roadmap's Annex B.

### Does RLBA membership mean a provider is approved?

It means the provider has joined a trade body and adopted its data specification. The planned "RLBA Regulated" kitemark had not been published as of 12 October 2026\. Neither is a government accreditation.

### If the seller provides searches, will my conveyancer accept them?

Ask them. Acceptance depends on the search type, its age and the lender's requirements. The Law Society's draft Protocol, out for consultation until 14 January 2027, will set the profession's position.

### What is the National Logbook Register?

An RLBA-run lookup showing whether a verified logbook exists for an address and who provides it. Since July 2026 firms on MatterSphere can query it from their case management system.
