Red Tractor Is Rewriting Its Standards: What the 2026 Consultations Mean for Farm Records
Red Tractor's Beef & Lamb and Dairy consultation runs to 3 November 2026, with Fresh Produce, Pigs and Poultry next. Nothing changes until 2027, and the legal records do not change at all.
Red Tractor opened a six-week consultation on rewritten Beef & Lamb and Dairy standards on 22 September 2026, closing on 3 November 2026. The proposals cut the audit points assessors check by roughly a third for Beef & Lamb and a quarter for Dairy, replace the annual health plan with a vet-led review and 12-month action plan, and will not take effect until 2027, after UKAS approval. Fresh Produce, Pigs and Poultry go to consultation in November 2026. None of it changes the records the law requires you to keep, and as of 12 October 2026 nothing on farm has changed.
What Red Tractor is proposing
Red Tractor's 22 September 2026 announcement headlines a one-third cut in Beef & Lamb requirements and a one-quarter cut in Dairy, mainly from consolidating related requirements, reordering sections and removing prescriptive detail. The two schemes are also being aligned so farms assured under both face less duplication.
The consultation page gives the detail. For Beef & Lamb the count of standards barely moves (106 to 105) but the audit points assessors check fall from 267 to 149. For Dairy, standards rise from 157 to 172 while audit points fall from 377 to 238. Red Tractor labels these 32% and 23% reductions; the raw counts suggest larger drops, so read the consultation document itself if the numbers matter to you.
| Scheme | Standards (now to proposed) | Audit points (now to proposed) | Red Tractor's headline |
|---|---|---|---|
| Beef & Lamb | 106 to 105 | 267 to 149 | About a third fewer requirements |
| Dairy | 157 to 172 | 377 to 238 | About a quarter fewer requirements |
Red Tractor also says roughly three quarters of its requirements reflect legal obligations. A requirement can leave the Red Tractor checklist and still be the law.
What is added, not just cut
Both schemes would gain a small number of new requirements, and Dairy gains several that bear directly on medicine records.
- Livestock health review (both schemes). The current health plan would be replaced by an annual, farm-specific review with your nominated vet, producing a 12-month action plan. Farmers Guide reports health planning has been Red Tractor's most common non-conformance since 2021. You still need a nominated vet and still pay for the review.
- Nutrient management plan (England, both schemes), replacing the manure management plan.
- Beef & Lamb additions: shade in extreme weather, feed safety, disease contingency planning, housing, stocking density and slat design.
- Dairy additions: an individual risk assessment before any cow is dried off with antibiotics; mandatory approved medicines training for relevant staff after two or more antibiotic milk-test failures within 18 months; a new code of conduct on animal care and handling; and recommendations (not requirements) on cow comfort, environmental enrichment and foot-trimming competence.
Tim Lock, chair of the Dairy Sector Board, told Farmers Guide: "In most cases, what's expected of farmers remains the same."
Audit frequency: nothing changes yet
Will you be inspected less often? Not yet. Red Tractor says it is reviewing assessment cycles, what is checked on the day and how technology could help, but that work is separate from this consultation and more follows in 2027. Farmers Weekly reported in December 2025 that Red Tractor was exploring photographs as an alternative to some in-person visits. As of 12 October 2026 no change to audit frequency or depth has been proposed.
The timetable
| Date | What happens |
|---|---|
| 20 January 2025 | Independent UK Farm Assurance Review published |
| 25 March 2025 | Red Tractor publishes its response to the Review's nine strategic and 56 detailed recommendations |
| 1 February 2026 | Comment window closes on Red Tractor's standards review priorities |
| 22 September 2026 | Beef & Lamb and Dairy consultation opens |
| 9 October 2026 | Welsh Government confirms Red Tractor membership counts towards SFS animal health requirements for 2026 |
| 3 November 2026 | Beef & Lamb and Dairy consultation closes |
| November 2026 | Fresh Produce, Pigs and Poultry proposals go to consultation |
| Late 2026 | Combinable Crops and Sugar Beet proposals, if agreed by the Crops Sector Board and Standards Committee, go to consultation alongside the others |
| 2027 | Updated standards confirmed, UKAS approval, assessor training; final standards published at least three months before implementation |
The Board update of 28 September 2026 confirms the November timing for Fresh Produce, Pigs and Poultry. Combinable Crops and Sugar Beet proposals were due before the Crops Sector Board in early October and, if agreed, go to the Standards Committee and then consultation. Red Tractor's consultation page is explicit that nothing changes for members until 2027.
Where this came from: the Farm Assurance Review
The rewrite answers the independent UK Farm Assurance Review, commissioned by the farming unions and AHDB, led by Dr David Llewellyn and published on 20 January 2025. It made nine strategic and 56 operational recommendations and said on-farm audits should be reduced, simplified and delivered more consistently. Dr Llewellyn's verdict: "It should be better than this."
Red Tractor responded in March 2025 and began a line-by-line review of every farm-facing standard. In December 2025 it published priorities for each of its six sector boards for comment until 1 February 2026; Farmers Weekly reported then that draft standards would appear through 2026 with UKAS-accredited rules in force in 2027. The Beef & Lamb and Dairy consultation is the first output. Dr Llewellyn's report on Red Tractor's progress was published on 27 May 2026.
Wales: Red Tractor membership now counts towards the SFS
On 9 October 2026 Llyr Gruffydd MS, Cabinet Minister for Rural Resilience and Sustainability, issued a written statement integrating part of Universal Action 12 of the Sustainable Farming Scheme (the animal health and welfare action) with three assurance schemes: Red Tractor, Farm Assured Welsh Livestock and Pasture for Life.
For the 2026 scheme year, eligible Red Tractor members can declare their membership through the SFS Universal Dashboard, and that declaration counts as evidence that the Animal Health Improvement Cycle "Measure" and "Plan" requirements are met. Members must still complete the rest of UA12, including the animal welfare requirements and the Biosecurity Assessment for Incoming Stock. The agreements are described as a basis for longer-term integration from 2027. Red Tractor welcomed the announcement the same day and said it will share exact details later.
How to respond
The consultation is open to all stakeholders, not only members. Responses must go through the online form linked from redtractor.org.uk/bld-consultation; Red Tractor says feedback sent by email or given verbally cannot be included in the analysis.
Red Tractor asks respondents to say where a requirement would be difficult, unclear or disproportionate, and to suggest better wording or evidence. John Dracup, chair of the Beef & Lamb Sector Board, said: "We want to hear all points of view, but particularly those of farmers." Feedback goes to the Technical Advisory Committees and Sector Boards, which decide what proceeds.
The records the law requires, whatever Red Tractor decides
Assurance standards sit on top of statutory record keeping, not instead of it. If a requirement leaves the Red Tractor checklist in 2027, check whether it was a scheme rule or a legal one. These do not move.
| Record | Legal basis | Keep for |
|---|---|---|
| Veterinary medicines administered to food-producing animals | Veterinary Medicines Regulations, regs 17 to 24 | At least 5 years; available on request to an authorised person |
| Pesticide applications (product, time and dose, area and crop) | Article 67, assimilated Regulation (EC) 1107/2009 | At least 3 years |
| Cattle holding register (births, movements, deaths) | Cattle identification rules, England and Wales | 10 years from 31 December of the year of the last entry (farms) |
| Fallen stock: commercial document for each consignment | Animal By-Products (Enforcement) (England) Regulations 2013 | At least 2 years |
| Feed: invoices, delivery notes, labels, feed used or sold | Assimilated Regulation (EC) 183/2005, Annex I | Until the products (milk, meat, eggs) are likely to have been consumed |
Two proposed Dairy requirements lean directly on the medicine book. The 18-month antibiotic failure trigger and the dry-off risk assessment can only be evidenced from dated medicine records and milk-test results, so a complete veterinary medicine record does double duty for the Veterinary Medicines Directorate and your assessor. The same goes for pesticide application records, which support the nutrient management plan and the legal three-year rule.
Movement records are a separate statutory system: see animal movement records and cattle passports and BCMS, now updated for the mid-2027 move to the Livestock Information Service. Farm waste has its own paperwork: sheep dip, used oil and pesticide containers need hazardous waste consignment notes, and your duty of care waste records must show where every skip went. Chemical stores should match the COSHH register.
What to do with your records now
- Respond by 3 November 2026 if any proposed requirement would be hard to evidence from the records you already keep.
- Change nothing on farm yet. The current standards apply at your next assessment until the 2027 implementation date, which has not been set.
- Audit your medicine book against the Dairy proposals. Every antibiotic treatment, dry cow tube and milk-test failure should be dated and traceable to an animal.
- In Wales, file a dated copy of your SFS dashboard declaration with your Red Tractor certificate for 2026.

Frequently asked questions
When do the new Red Tractor standards come into force?
Not before 2027. Updated standards are to be confirmed in 2027, with implementation following UKAS approval and assessor training, and final standards published at least three months before they apply. As of 12 October 2026 no date has been set.
Will Red Tractor audits be less frequent?
No change has been proposed. Red Tractor is reviewing assessment cycles separately, with more expected in 2027.
Which sectors are next?
Fresh Produce, Pigs and Poultry go to consultation in November 2026. Combinable Crops and Sugar Beet follow via the Crops Sector Board and Standards Committee.
If a requirement is removed, can I stop keeping that record?
Only if it was never a legal requirement. Red Tractor says about three quarters of its requirements reflect legal obligations. Medicine, pesticide, movement, fallen stock and feed records are required by law regardless of assurance membership.
How do I respond to the consultation?
Through the online form linked from redtractor.org.uk/bld-consultation before 3 November 2026. Email and verbal feedback will not be counted in the analysis.
What does the Welsh SFS announcement mean for Red Tractor members?
For the 2026 scheme year, declaring eligible Red Tractor membership on the SFS Universal Dashboard counts as evidence for the Animal Health Improvement Cycle "Measure" and "Plan" parts of UA12. The animal welfare requirements and the Biosecurity Assessment for Incoming Stock must still be completed separately.
