Property Logbooks Across the UK: England, Scotland, Wales & NI (2026)

In short: The 2026 property logbook and sales-pack reforms apply to England only. Scotland has run a comparable upfront-information system — the Home Report — since 2008. Wales and Northern Ireland have their own arrangements. If you are buying or selling across the UK, the rules, the documents and who provides them all differ by nation. Here is how upfront property information works across the four nations.
England: logbooks and sales packs (coming)
England is the nation in transition. The government’s June 2026 reforms aim to make digital property logbooks and upfront sales packs standard — but they are not yet law. Until then, the main duty is the “material information” estate agents must disclose on listings.
Scotland: the Home Report (mandatory since 2008)
Scotland is years ahead. Since 1 December 2008, a seller must provide a Home Report before marketing most homes. It has three parts:
- a Single Survey — the property’s condition and a valuation by a surveyor;
- an Energy Report — including the EPC; and
- a Property Questionnaire — the seller’s disclosures (council tax, alterations, history).
It is, in effect, the upfront sales pack England is now trying to introduce — which is why Scotland is the obvious reference point for how the reforms might work.
Wales
Housing is devolved, but the conveyancing and material-information framework largely mirrors England’s, and the Welsh Government has supported upfront-information improvements. Sellers in Wales should expect the same material-information disclosures and, in time, similar logbook/pack expectations.
Northern Ireland
Northern Ireland has its own legal and conveyancing system and is not covered by the England reforms or the Scottish Home Report. EPCs are still required, but there is no equivalent mandatory upfront pack.
Why this matters
