eVED for Fleets and Leasing: The Special Arrangements Explained (2028)
Central estimates, contracted-mileage alignment and the admin fleets have to build before 2028: the operator's view of pay-per-mile.
Quick answer: fleet operators and leasing companies can submit estimated mileage centrally for their vehicles rather than car by car, and the government expects those estimates to align with each vehicle's contracted mileage allowance. The Treasury acknowledges the one-off cost of updating processes to estimate, declare and reconcile; the records behind it are the ones a well-run fleet already keeps.
What operators need before April 2028
- A per-vehicle odometer capture at each renewal (telematics exports or driver photo).
- An estimating method that reconciles to contracts and to last year's actuals.
- Reconciliation workflow for balancing payments and credits across the fleet.
- Handover readings when vehicles change driver, come off lease or are defleeted.
Where it touches existing records
Daily walkaround checks and fleet inspection logs already capture odometer readings; from 2028 those readings carry tax consequences, so the discipline of accurate, dated entries moves from good practice to necessity. Tachograph and working time records are untouched by eVED, which applies to cars only.
FAQs
Who is liable, the lessor or the driver?
The registered keeper declares and pays; leasing contracts will set out how the cost passes through. Expect lease agreements to be rewritten around contracted mileage before 2028.
Are vans included?
Not in the initial design: eVED applies to cars (BEV, PHEV, hydrogen fuel-cell).
